Title: Integrating climate change and air quality management at a regional and local level

Abstract:
While climate change is a global concern, it is at a local level where many of the mitigation and adaptation methods may be implemented. This makes integration of climate change into local environmental management policy a desirable objective. Local and regional authorities as environmental regulators are well suited for this task. Through the local air quality management process, local authorities are required to review and assess air pollutants, predominantly transport, industry and domestic related. These show strong commonality with the primary sources of CO2 emissions at a local level. On the basis of this observation, it is hypothesized that integrating climate change strategies into aspects of the local air quality management process will contribute substantially to local authority driven reductions in CO2 emissions. Taking certain climate change measures will yield additional benefits through improved local and regional air quality. Certain air pollution abatement measures will also help protect the regional and global climate.
